The Covenant decision basically boils to 'what's the greater good here?' The decision to wipe out the town may seem morally reprehensible, but it's saving a lot more people by extension. You're dealing with adults, not children.

I actually believe Weldon Holt DID kill mayor Rhyne. But it wasn't to become mayor himself. The reason why i say this is because you get to meet Holt in person in the Black Sapphire. If you did the dream on quest before you go there Holt didn't seem bothered by his own defeat when you talk to him. He says "we will get him next time" like this was like swatting a flea. Why kill Rhyne then? Because he is working with Blue Eyes. As you mentioned in your video Night Corp was pissed at Rhyne for selling out to the corporation that planned to nuke NC off the map so they had Holt as an insider to help kill him. Holt never intended to become mayor in the first place.

I think people are willing to make way too many excuses for Seb. There were quite a few red flags throughout his storyline before it all culminated in him murdering his uncle. Knowing reasons for Seb's behavior doesn't automatically absolve him of responsibility.
